Measures and solutions for flood crisis management in Iran

Abstract :
The consequences of urban floods, both directly and indirectly, are heavy and significant in terms of economic losses. The reasons for this are: high population density, the size of the impervious area, clogging of the drainage system, high financial value of property and infrastructure, etc. Despite the availability of technological capabilities to deal with floods in developed countries, disasters caused by floods have become more common and destructive. Developing countries have experienced severe floods that have claimed thousands of lives. The present article has investigated flood crisis management measures and solutions in Iran using descriptive and analytical method. Based on the results and findings of the research; All flood preparedness measures should have appropriate legal support from the government. This legislation is carried out at two levels: national flood control laws and regulations and local flood control laws The financing of flood control and stormwater drainage should be explained as a mechanism of financing that is acceptable to everyone. This mechanism should cover investment in drainage, construction operations and ongoing maintenance. Among the most important measures in flood crisis management are; structural and non-structural measures (BMP), flood insurance and rehabilitation.
